Land use control and planning within Hornsby Shire is administered by both Hornsby Council and the State Government.
Hornsby Shire Council has adopted a series of Development Control Plans (DCPs). Theses DCPs contain more detailed controls for development and provide explanations of the relevant controls in the Hornsby Shire Local Environmental Plan 1994 (HSLEP).
The HSLEP is a dynamic planning instrument that is able to change to reflect changing community expectations and environmental legislation. Since 1994, the HSLEP has been amended 73 times.

Hornsby Town Centre - 19 October 2006
This Development Control Plan (DCP) applies to lands under the Hornsby Shire Local Environment Plan 1994 (HSLEP), within the Hornsby Town Centre. The Plan is called the Hornsby Town Centre Development Control Plan. This plan came into force 19 October 2006.
The primary purpose of the DCP is to provide controls and guidelines for development within the Hornsby Town Centre.
The objectives of this DCP are:
TO provide detailed planning strategy TO provide guidelines for development TO provide measures to enhance the natural and built environment TO reinforce the Hornsby Town Centre’s role as a secondary centre and the major commercial centre with the Shire TO encourage development which is environmentally sustainable and minimises environmental impacts within ans outside the Town Centre

Pennant Hills Commercial Centre - 19 February 1997
This Development Control Plan (DCP) applies to lands under the Hornsby Shire Local Environment Plan 1994 (HSLEP). The Plan is called the Pennant Hills Commercial Centre Development Control Plan. This plan came into force 19 February 1997.
The primary purpose of the DCP is to provide controls for development and promote the urban renewal for Pennant Hills Commercial Centre.
The objectives of this DCP are:
TO provide planning strategy for the centre TO provide guidelines for development TO provide safer pedestrian and vehicle movements TO improve vitality within the centre

This Development Control Plan (DCP) applies to development on lands known as the Dural Service Centre and zoned Business E (Service Centre) under the Hornsby Shire Local Environment Plan 1994 (HSLEP). The Plan is called the Dural Service Centre Development Control Plan. This plan came into force 25 August 1995.
The primary purpose of the DCP is to provide controls and guidelines within the Dural Service Centre.

Outdoor Advertising - 9 November 1994 Amendment 19 June 1996
This Development Control Plan (DCP) applies under the Hornsby Shire Local Environment Plan 1994 (HSLEP). This plan was originally adopted by Council on 9 November 1994 and amended by resolution of Council on 19 June 1996 and may be called the Development Control Plan - Outdoor Advertising.
The primary purpose of the DCP is to control the visual imapcats of advertisements and advertising structures on the environment and to provide adequate opportunities for the community to advertise their goods and/or services.
The objectives of this DCP are to control the impact of signs on the environment, maintaining uniform and orderly standards for signs and controlling the number and type of signs.

Car Parking - 7 March 1995
This Development Control Plan (DCP) applies under the Hornsby Shire Local Environment Plan 1994 (HSLEP). The Plan is called the Car Parking Development Control Plan. This plan came into force 7 March 1995.

Access and Mobility - 2 September 1997
This Development Control Plan (DCP) applies to lands under the Hornsby Shire Local Environment Plan 1994 (HSLEP). The Plan is called the Access and Mobility Development Control Plan. This plan came into force 2 September 1997.
The primary purpose of the DCP is to assist proponants and council in ensuring the requirements for equality of access in the Australian Disability Discrimination Act 1993, are satisified when building work is proposed. This DCP is appilcable to Commercial/Retail

Heritage - 18 April 1995
This Development Control Plan (DCP) applies to heritage items, heritage conservation areas and lands in the vicinity of heritage items and heritage conservation areas as identified under the Hornsby Shire Local Environment Plan 1994 (HSLEP). The Plan is called the Heritage Development Control Plan. This plan came into force 18 April 1995.
The primary purpose of the DCP is to manage the heritage in Hornsby Shire and to provide guidence and outline specific controls for development relating to heritage items and heritage conservation areas
The objectives of this DCP are: TO conserve the heritage significance of the natural and built environment and ensure new development is sympathetic to the identified heritage values. TO provide guidence for development in relation to heritage items and heritage conservation areas TO encourage an understanding of heritage significance and promote the conservation of heritage within Hornsby Shire.

Notification & Exhibition - 24 January 2001
This Development Control Plan (DCP) applies to lands under the Hornsby Shire Local Environment Plan 1994 (HSLEP). The Plan is called the Notification & Exhibition Development Control Plan. This plan came into force 24 January 2001.
The primary purpose of the DCP is to provide controls for notification and exhibition of applications received under part 4 of the Environmental Planning & Assessment Act 1979 by Council or an Acredited Certifier
The objectives of this DCP are: TO promote informed public participation in the development process. TO provide appropriate notification and exhibition requirements according to the scale of the development proposed TO provide simplified public notification procedures for the exhibition of applications consistent with the requirements of the Environmental Planning & Assessment Act 1979

Environmental Pre DA Assessment
The Environment Division of Hornsby Shire Council can provide a Pre-Development Application Assessment to interested people prior to lodgement of a development application with Council’s Planning Division.
The areas covered by this assessment include:
1. onsite sewage management, acoustic impacts, contaminated land, acid sulfate soil, air quality, erosion & sediment control plans, soil & water management plans, stormwater devices, urban streams/watercourses, aquatic impacts, food safety, public health, and microbial control;
2. threatened species, significant vegetation, vegetation management plans and noxious weeds;
3. tree assessment and landscape plans; and
4. waste collection areas, waste management plans and pump-out issues associated with onsite sewage management.
